Rick Settersten, Vice Provost for Faculty Affairs

As Vice Provost for Faculty Affairs, Richard Settersten oversees university-level programs to build and support an outstanding and diverse faculty; programs and initiatives to develop academic leaders; implementation of the university's strategic plan; development and implementation of OSU’s internationalization strategies; university policies and procedures; and faculty personnel matters and labor relations.

Rick is University Distinguished Professor of Human Development and Family Sciences and holder of the Barbara Knudson Endowed Chair in Family Policy. He served as head of the School of Social and Behavioral Health Sciences in the College of Public Health and Human Sciences and was founding director of the Hallie Ford Center for Healthy Children and Families. He holds a PhD in human development and social policy from Northwestern University. Rick’s executive assistant is Sara Daly.

Sara Daly, Executive Assistant to the Senior Vice Provost for Faculty Affairs

In her role as Executive Assistant, Sara Daly provides executive-level support to the Vice Provost for Faculty Affairs (VPFA). Sara’s responsibilities include assisting the VPFA with duties related to academic personnel, faculty recruitment and retention, and faculty excellence. Sara is responsible for a thorough understanding of the University’s Promotion and Tenure guidelines, as well as other policies and procedures related to academic and professional faculty. She liaises with the University’s senior leadership, administrative offices, the Faculty Senate and faculty at large. She coordinates the University’s Dual Career Hiring program, the Tenured Faculty Diversity Initiative and the Professional Faculty Professional Development Fund. Sara serves as a member of the Accreditation Steering Committee and provides administrative support for the Strategic Plan Steering Committee. Before Sara joined the Office of Faculty Affairs (formerly Academic Affairs) in 1999, she earned her bachelor's degree in graphic design from Oregon State University.

Michelle Klotz, Faculty Affairs Associate

In her role as Faculty Affairs Associate, Michelle Klotz supports the Vice Provost for Faculty Affairs. Michelle’s primary focus is on faculty excellence and faculty development projects, which serve the needs of the Provost’s Office and the University’s strategic goals. Michelle joined the OSU community in 2013 and has held positions in the Research Office and International Programs. Before moving to Oregon, Michelle managed the regulatory compliance program for a large academic medical center. Michelle holds a Masters of Public Health degree with a concentration in Epidemiology from the University of Nebraska Medical Center and a bachelor's degree in Exercise Science and Psychology from Iowa State University.

Julianna Betjemann, Global Affairs Associate

Julianna Betjemann serves as the Global Affairs Associate in the Office of Faculty Affairs. The Global Affairs Associate provides leadership for implementation and tracking of the University’s International and Global Engagement Strategy (IGES). She provides administrative support to the University International Strategies Council and works closely with the Office of International Services, INTO OSU, and OSU Global Opportunities to coordinate university-wide strategy and support global activities. She is also responsible for the global affairs website. Previously, Julianna worked in Student Services at INTO OSU for 12 years, serving as the Director of Student Experience from 2014-2021. She has a religious studies degree from Lewis & Clark College, completed a sister city program in Uzhgorod, Ukraine and study abroad in Dakar, Senegal, and worked for 3 years in Hokkaido, Japan. She loves trail running with friends and biking and camping with her kids.

Heather Horn, Associate Vice Provost, Faculty Affairs

In her role as the Associate Vice Provost for Faculty Affairs and Assistant Vice President for Human Resources, Employee and Labor Relations, she serves as OSU's lead negotiator, serves University-wide leaders in employee and labor relation matters, and has oversight for the Employee and Labor Relations and Human Resources Strategic Partner teams. HRSPs and ELR consultants serve a valued role across faculty affairs and human resources functions within colleges and units.

Before joining Oregon on Feb. 28, 2019, she worked in labor and employee relations at the University of Illinois at both the Urbana-Champaign and Chicago campuses.

Deborah Parkins, International Agreement & Delegation Coordinator

Debbie Parkins has worked for Global Affairs since May of 2014. In her role as Agreement and Delegation Coordinator Debbie provides administrative support for inbound and outbound delegations and international agreements. Debbie is an OSU Search Advocate and continues her education in Social Justice work. Prior to working for OSU, Debbie’s worked as a customer service professional and attending to office duties as needed. Debbie worked for 20+ years as a travel consultant on leisure travel, as well as corporate and state accounts including OSU. Debbie’s free time is spent traveling, and has enjoyed several Caribbean destinations, several locations in Mexico and almost all of the Hawaiian islands. Debbie also loves the outdoors and likes to spend weekends camping and hiking as much as possible.

Judi Saam, Analytics, Reporting, and Information Technology

Judi Saam joined the former Division of International Programs in September 2013. She supports Global Affairs at OSU, identifying technological solutions to advance OSU's Internationalization agenda as defined by Strategic Plan 4.0. She also represents Global Affairs on various campus-wide committees. Judi has held a variety of IT-related positions over the years, starting with supporting call-routing systems, moving on to technical sales for enterprise software companies, most recently implementing software solutions and supporting staff involved with internationalization at OSU. The common thread throughout her career, and what she most enjoys in her work, is identifying, realizing, and supporting systems that help others efficiently and successfully perform their jobs. Judi earned a bachelor's degree in Russian Studies from U.C. Berkeley, and a master's degree in Russian from San Francisco State University. She completed computer science coursework at Mills College. When not working, you'll usually find her out running, cooking, or traveling with family.
